Established in 1978 by a group of dedicated jogging enthusiasts at Bukit Dumbar Park, the Penang Forward Sports Club (PFSC) has grown into one of Penang’s longest-standing and most active amateur sports organisations. Officially registered in 1986, PFSC has built more than four decades of history defined not by assets or infrastructure, but by unity, discipline, volunteerism, and shared belief.
Founded by a dedicated group of runners in 1978, PFSC officially registered in 1986 to provide a structured platform for health and community. We don’t just train; we build leaders and cultural ambassadors. Our club is a symbol of Penang’s active spirit—always moving, always forward.
Today, PFSC stands as a self-sustaining, community-driven NGO that continues to shape Penang’s sporting and social landscape.

Dato’ Lim Choo Hooi is a seasoned marathon runner, practising lawyer, and the Chairman of Penang Forward Sports Club (PFSC). A respected figure in both the legal and sporting communities, he has been practising as an advocate and solicitor since his admission to the Malaysian Bar in 1996, after graduating from Universiti Malaya. In 1997, he co-founded the Penang-based legal firm Messrs. J. Tan & C.H. Lim, with professional experience covering corporate restructuring, real estate, infrastructure, dispute resolution, civil litigation, and corporate advisory matters. 
Beyond the courtroom, Dato’ Lim is widely recognised for his lifelong commitment to running and community sports. As Chairman of PFSC, he plays an active role in promoting a healthier and more disciplined lifestyle through structured training, monthly running activities, and community-based sporting programmes. His leadership has helped strengthen PFSC’s identity across marathon running, dragon boat racing, and lion dance development, reflecting the club’s mission to build not only athletes, but future sporting leaders. 
Dato’ Lim is also an accomplished marathoner who, together with PFSC adviser Datuk Tom Khoo, has participated in the six world-famous marathons: Boston, Chicago, New York City, London, Berlin, and Tokyo. This achievement reflects his discipline, endurance, and personal belief that sport is a powerful platform for character-building and community unity. 
In addition to his legal practice and sporting leadership, Dato’ Lim also serves in corporate board roles, including as an Independent Non-Executive Director of public-listed companies such as Muar Ban Lee Group Berhad, AE Multi Holdings Berhad, and Advance Information Marketing Berhad. His combined experience in law, governance, athletics, and community service makes him a respected leader whose influence extends well beyond sport. 
Datuk Tom Khoo is the Club Advisor of Penang Forward Sports Club (PFSC) and a respected figure in Penang’s running community. A passionate runner since his teenage years, he has built a remarkable sporting journey defined by discipline, endurance, and consistent support for community-based athletics. He is recognised as one of the few Malaysian runners to have participated and achieved two-tme hall of fame in the six world-famous marathons: Boston, Chicago, New York City, London, Berlin, and Tokyo. 
Beyond his personal achievements as a marathon runner, Datuk Tom Khoo has played an important role in supporting PFSC’s mission to promote healthy living, community bonding, and sporting excellence. His strong backing of the club and its monthly running activities has helped make Tom Khoo Run a popular community platform for runners of all ages and abilities. The event continues to encourage the public to stay active, connect through sport, and embrace a positive lifestyle. 
As Club Advisor, Datuk Tom Khoo provides not only guidance, but also inspiration through his own example as an endurance athlete. His journey across the world’s major marathons reflects determination, resilience, and the spirit of lifelong fitness. Through his leadership and continued support, PFSC continues to grow as a platform that nurtures runners, strengthens friendships, and builds a stronger sporting culture in Penang.
